Udmurt State University Admissions for Foreign Applicants

Dear Foreign Applicants

The Udmurt State University offers international applicants to receive vocational or academic qualification. There are more than 60 Bachelor and Specialist Degree programs which you can apply for. For more information about programs and entrance tests click here:

Traditionally foreign citizens who apply for the admission can not have any bursaries or grants to compensate their tuition fees. However in below listed cases the tuition fee is fully subsidized by the State:

  1. The applicant was recommended for admission by the Ministry of Education of the Russian Federation in accordance with the resolution # 638 of the Russian Federation government «On partnership and cooperation with foreign countries in the field of education» issued on 25 August 2008.
  2. In accordance with the Agreement on providing equal rights for citizens of those states which concluded the Treaty of March 29, 1996, on integration in the sphere of Economics and Humanitarianism.
  3. The applicant is a Russian immigrant or a close relative of a Russian immigrant. The applicant has a document which certifies that the applicant officially participates in the State program aimed at helping former subjects or relatives of former subjects of USSR and Russian Federation to immigrate back to Russia.
  4. In accordance with the federal law # 99-FL «On state policy of the Russian Federation towards former subjects or relatives of former subjects of USSR and Russian Federation living abroad» issued on 24 May 1999.

In all other cases a foreign citizen is to apply only for admission on commercial basis, which means that the University and the applicant shall conclude a contract under which the applicant is to pay the tuition fee.

Application Procedure

List of Documents Required for Applying

Before submitting the set of documents to the admissions committee a foreign citizen is to attend the International Relations Office located in building 1 of the University, office 238 (phone +7 (3412) 917 359) for identification check. As a result of the procedure an admission permit note is issued. The applicant is to present the admission permit note to the Admittance Committee (phone +7 (3412)525–797)).

After that the application form is to be filled in and submitted to the Admittance Committee together with the admission permit note and the below listed set of documents:

  1. Previous Education Certificates and Transcripts: originals along with their notarized copies and Russian translations (the translation should be notarized by any Russian Notary Service or Russian Consulate in your country). All signatures should be certified with the official seal of the authorized Government Body. If needed foreign education certificates are firstly legalized by National Ministry for Foreign Affairs (or any other authorized Government Body) and afterwards by Russian Consulates.
    Please note that to apply for a Bachelor or Specialist Degree program one should submit a secondary school certificate. to apply for a Master Degree program one should submit a Bachelor or Specialist degree diploma.
  2. Education Levels and Qualifications Acknowledgment Certificate (this document is to be submitted if there are no agreements on education levels and qualifications acknowledgment between the Russian Federation and the international applicant’s country).
  3. One copy of identity card or passport;
  4. Entry Visa;
  5. TORFL Certificate — level 1 (Test in Russian as a Foreign Language) if the applicant has one.

As a result of the procedure a written notification is given. The notification accompanies the set of other documents which are to be submitted to the admissions committee located in building 1, office 329 (phone +7 (3412) 525 797).

When submitting the application form, which is to be filled in in Russian, the foreign citizen is to provide the below listed set of documents:

  1. Originals of previous Education Certificates and Transcripts: originals along with their notarized copies and Russian translations (the translation should be notarized by any Russian Notary Service or Russian Consulate in the foreign citizen’s country of origin).

    To apply for bachelor, specialist programmes the applicant is to present a Certificate of Completed Secondary Education or a Further Education College Certificate or Diploma.

    To apply for masters or post-graduate programmes the applicant is to present a Certificate or a Diploma of Completed Higher Education officially accepted as equivalent to Russian Higher Education Diploma of Bachelor or Specialist.

  2. All supplements and addenda to the diplomas translated into Russian and duly notarized by any Russian Notary Service or Russian Consulate in the foreign citizen’s country of origin. If needed the applicant is also to present Legalization of Education Certificates: all signatures should be certified with the official seal of the authorized Government Body. Foreign Education Certificates are firstly legalized by National Ministry for Foreign Affairs (or any other authorized Government Body) to be legalized afterwards by Russian Consulates. An acknowledgement certificate (prove of nostrification, which is a process of granting recognition to a degree from a foreign university) is in some cases to be presented.
  3. A Copy of Identity Card (Passport, or any other Identity acknowledged in Russian Federation).
  4. A Copy of Entry Visa (Visit Purpose — Studying at State Educational Establishment of Higher Professional Education «Udmurt State University»).
  5. A copy of the document certifying the foreign citizen’s status of a fellow countryman as stated in Article 4 of Federal Law № 99-ФЗ dated May 24, 1999 «On the State Policy of Russian Federation regarding fellow countrymen living abroad».
  6. 5 matte finish photos (3x4 cm).

Entrance Exams

To get the admission any foreign applicant, except of those recommended by the Ministry of Education of the Russian Federation, is to pass entrance exams. Applicants recommended by the Ministry of Education of the Russian Federation do not take any exams.

The admission is gained if the applicant passes the entrance exams successfully. Foreign citizens are to take exams in traditional format or in the format of Unified State Exam.

Two exams are to be taken: 1) the Russian Language. Certificate of Russian as a Foreign Language − Level 1 is considered sufficient (can be taken at the university) or else an essay or Unified State Exam in the Russian Language. 2) Interview on the core subject, the future major.

Admission Deadlines

Full-time and part-time programmes:

The admission campaign begins on June 20, 2013 and finishes for Bachelor programmes:

а) on July 5, 2013, if the applicant is to take extra entrance exams in creativity or physical state in traditional form;

b) on July 10, 2013, if the applicant takes entrance exams in traditional form;

c) on July 25, 2013, if the applicant submits only results of Unified State Exam in subjects requested for the faculty.

The admission campaign for Master programmes begins on June 20, 2013 and finishes on 9 August 2013.
